National Lockdown: Orissa HC Notifies Procedure For E-Filing & Video Conferencing For Hearing Of Cases [Read Notification]

Under this Scheme, a person can file soft copies of petitions/ applications (preferably in scanned pdf format) through email to efilingohc@gmail.com and make appearance before Court through Video Conferencing via Vidyo/ Zoom application.

Filing Procedure

• Signed copies of the said petitions/ applications will also be served online to Advocate General/ Assistant Solicitor General/ designated email ID of the concerned party, as the case may be, and the filing party will file an undertaking in that behalf.
• It has also been provided that once normalcy restores, the parties concerned will be obliged to pay the deficit court fees and file all original documents referred to in the e-filing.

Mentioning of Extremely Urgent Matters

• Applications / memos for matters involving extreme urgency have to be submitted via e-mail to the Deputy Registrar (Judicial) at drj.od-hc@gov.in, as is already being done, specifying the nature of extreme urgency.
• When an urgent memo is filed for listing with respect to a pending matter, the concerned Advocate will have to submit scanned soft copies of the entire case document.

Scrutiny of E-filed matters

• All applications filed online will be forwarded by the court staff for scrutinizing defects, who shall intimate the concerned party/ Advocate of the defects, if any. Correspondence for the same will be done with the scrutiny department at scrutinyefiling@gmail.com.

Procedure for Video Conferencing

• The VC hearing will be conducted via Vidyo/ Zoom application, or through Whatsapp video calling under special circumstances.
• The High Court has also arranged hardware based VC system in its premises for those who are unable to make arrangements for appearing before Court through Video Conferencing. For availing this facility, a specific request in that regard will have to be made while submitting the listing memo.
• The concerned party will be required to promptly login to the VC virtual room at the time of hearing, only after an intimation is sent to them in that regard through SMS/ email, containing the login details. Joining the VC session without intimation may attract suitable action. In case of non-availability of an Advocate/ party due to technical reasons beyond control, the matter shall stand adjourned.
• Recording/ publishing of court proceedings is strictly prohibited, and strict action may be taken against violators.
• In case of difficulty in joining the VC Session or for related grievances a VC Helpline number viz., 9437900550 has been created.

The provisions of the Scheme shall remain in force w.e.f. April 9 till the exigency arising out of COVID-19 persists, or as may be notified by the HC.

Further, copies of Court's orders may be accessed from the website of High Court of Orissa and used at par with certified copies.
