MP State Judicial Academy To Conduct Training Program Of Civil Judges Through Online Lectures; Scheme Notified [Read Press Note]

In view of the Lockdown and the threat posed by the COVID-19 pandemic, the Madhya Pradesh State Judicial Academy has decided to conduct the training programme of 155 newly appointed Civil Judges (Entry Level), through online video lectures.
The first phase of training for these officers was scheduled from March 24 onwards. However, the same was delayed due to the outbreak of Corona virus. The decision to go online has now been taken in the backdrop of this delay, which will in turn cause unnecessary burden on said exchequer.
For now, the programme has been scheduled for only 4 weeks, of the 12 months training period stipulated by the NJAC.
The Academy has prepared a "Pro-tem Scheme" for online training of judges, as approved by Chief Justice AK Mittal, and it will offer online video lectures and interaction with other modes of telecommunication between May 11 and June 12, 2020.
Pro-tem Scheme
The scheme is applicable only for the Civil Judges Class II (Entry Level) appointed in 2019-2020 (2020 Batch).
The duration of First Phase Institutional Training will be four weeks however, conduction of the course will start initially for two weeks and thereafter, if contingency subsists, the same mode will be continued for full duration of four weeks.
The contents and topics of the online training will be same as prescribed under the 'Principal Scheme' for Induction Training of Civil Judges.
Online Lectures
Online delivery of lectures, online exhibition of written material and practical exercises will be the method of imparting training under the Pro-tem scheme.
- (i)Lectures as per the contents of the Course will be delivered from the MPSJA live through website of MPSJA and video recording of these lectures will also be made available to the participant Judges later on the same day. Two to four lectures will be live telecasted every day as per the training schedule;
- (ii)Questionnaires, practical problems and exercises, as per the Principal Scheme, shall be given online via email to the participants every day which may be related to the topic(s) of lectures delivered on that day and participants shall submit their draft orders/replies within the specified time limit via email and same will be examined by the faculties of the MPSJA;
- (iii)Reading and study material prepared by the MPSJA and resource persons will also be shared with the participants, apart from the official website of MPSJA, through email and other modes of telecommunication;
- (iv)The participants will be allowed to ask their questions an queries through email and other modes of telecommunication.
Video Conferencing
- In the event of resumption of normal Court working under restricted mobilization of public during the period of First Phase Institutional Training, the live telecast of lectures may be substituted by address through video conferencing.
- For this purpose video conferencing facility available with District Court's premises at the district headquarters may be utilized. The participants will be required to attend the scheduled lectures from Video Conferencing Room of their respective District Court
- While training through video conferencing, MPSJA can also connect with the participants in clusters and conduct interactive sessions
The MPSJA will also undertake an Impact Assessment of this entire exercise to assess special attention or further training of the concerned participants.
