The Madhya Pradesh High Court recently directed the Government of India to examine a representation regarding the facility of the waiting list, for necessary modification in the Co-WIN App.

The Bench of Chief Justice Mohammad Rafiq and Justice Atul Sreedharan was hearing a writ petition filed by one Mukesh Dhanraj Wadhwani aggrieved by the system of registration of citizen for vaccination of Corona Virus on Co-WIN application.

Petitioner's submissions

The petitioner stated that the slot for vaccination is allotted to citizens on the basis of the availability of the number of vaccination doses in a particular center and that several times the citizens make an attempt for registration but once the requisite number of registration for a particular slot on a particular date in respect of a given center is complete, the citizen have to wait till the next day and to make another attempt for their registration.

It was further submitted that sometimes despite making efforts continuously for many days, the citizens may not succeed whereas some persons may immediately get the registration even in the first attempt.

Lastly, it was submitted that whenever the link for a particular center is opened for registration on Co-WIN App., all the slots are booked within the time of 30 seconds to 3 minutes, particularly because of enthusiasm in the persons of age group of 18 to 44.

Against this backdrop, it was suggested that after completion of the registration as against the number of vaccination doses available on a particular date, every citizen making an attempt for registration for that particular center be given a waiting list number.

It was argued that by this way, citizens would automatically get registered in the order of waiting on the availability of the vaccination doses, rather than required then to make a fresh attempt for registration every succeeding day.

Thus, the Court disposed of this petition by requiring the petitioner to make a comprehensive representation to the competent authority in the Ministry of Health and Family Welfare, Government of India and also to the Principal Secretary, Ministry of Health and Family Welfare to provide a facility of the waiting list, who shall examine the same for necessary modification in the Co-WIN App.

With this, the Petition stood disposed of.
