Justice D.Y. Chandrachud, Judge, Supreme Court of India and Chairperson of e-Committee, Supreme Court of India on Monday E-inaugurated the Secure wi-fi project & Implementation of CIS software with Land Records for the High Court of Madhya Pradesh & National Service and tracking of Electronic processes for District Judiciary.

Justice Mohammad Rafiq, Chief Justice High Court of Madhya Pradesh, Justice Rohit Arya, Chairman, Computer and e-Court Committee, Members of Computer and e-Court Committee, and other Judges of the High Court attended the event.

The welcome address of the function was made by Justice Rohit Arya; Keynote Address was made by Justice Mohammad Rafiq, Chief Justice, High Court of Madhya Pradesh, and Inaugural Address was given by Dr. Justice D.Y. Chandrachud, Judge, Supreme Court of India & Chairman, e-Committee.

Justice D.Y. Chandrachud's address

Justice Chandrachud observed that the three projects have their profound importance especially considering the digital divide in India, where technology is not equally accessible to all. He lauded the efforts of the MP High Court stating that these three significant steps, it is bringing technology close to the doorsteps of citizens.

Justice Chandrachud also observed that the WiFi-enabled court is the most significant symbol that we have come in the age of ICT-enabled governance and he complimented the three initiatives of the Hon'ble MP High Court that goes a long way in making life easier for lawyers and accountability in the interests of the citizen.

Justice Chandrachud observed that while practicing law, he understood how difficult it was to even ensure that the services of processes are affected on the opposite party and thus he observed that N-Step will ensure and benefit a person who is seeking justice.

He also appreciated the step of MP High Court acquiring 1100 smartphones and providing a special Internet Plan to the process servers.

Further, regarding the integration of the Case Information System with land records, he said that that is was of utmost significance.

"The opacity of the land record is the major factor which particularly obstructed the work of District judiciary. This integration will make sure that delay does not defeat the Justice," he added.

Further, he lauded the efforts of the MP High court and members of the Computer Committee of the Hon'ble Court that in 9.51 lakh cases, delay reasons have been recorded in M.P. and he also appreciated that sub-ordinate judiciary of state had disposed of 4,84,565 cases during the pandemic period.

Importantly, he said:

"The M.P high Court is selected amongst four high Courts where digitization of Court records in High Court and Sub-ordinate courts will be done in pilot project manner."

In his concluding remarks, he informed that the e-Committee Supreme Court of India was in a process of replacing manual registers with electronic registers in District Courts and that new e-filing software 3.2 is having numerous interesting facilities for Advocates which will help Advocates in managing their work efficiently and on a click of a button.

Secure Wi-Fi project

Wi-Fi project, a secure wireless network has been implemented at High Court of Madhya Pradesh, Jabalpur, and its Bench at Indore and Gwalior to provide seamless internet connectivity and facility to all respective stakeholders.

The Wi-Fi system at High Court of Madhya Pradesh is designed in such a way that if user/users who get enrolled/registered at High Court at Madhya Pradesh, Principal Seat at Jabalpur and when he moved with the same device at Indore or Gwalior Bench, then there is no requirement to re-enter the registration credentials, the system automatically checks credentials and gets log into the system.

N-STEP

National Service and tracking of Electronic Process is an application developed by e-Committee, Supreme Court of India, which is installed in handled devices for maintaining and tracking of electronic process at District Courts and Tehsil courts.

The High Court of Madhya Pradesh, Jabalpur for the implementation of NSTEP project at District Courts and Tehsil Courts the State of Madhya has purchased 1111 number of smartphones of make: Motorola from open market through the tender process from the funds of the committee, Supreme Court of India and the distribution of the same has been made to bailiffs/process servers posted at District Courts.

Also, the monthly CUG plan of BSNL 149/- has been provisioned for use with smartphones in order to provide seamless internet connectivity for the smooth implementation of NSTEP.

The Admin users have been created at each District Court and NSTEP app has been installed in smartphones. The necessary training has been given to all respective users of the District Courts for use of the N-STEP application. Also, 77 number of predefined templates were developed by the High Court for ease of operation of the N-step application.

Integration of CIS software with Land records

The High Court of Madhya Pradesh has successfully completed the Integration of CIS (case Information System) software with Land Revenue Department records. In this, the user enters the CNR (case record number) number in the software of the District Courts and then selects District, Tehsil, village, RI, Halka, on the basis of which khasra details will be displayed in dropdown dynamically from the Revenue Department database.

The user can select multiple khasra number at a time and link with the CNR number.

The data would be available from the dropdown menu along with an option of the text box for making an entry in the system. The system is using the masters used by the land records department, which would be updated at a defined interval.
