The Director General of Foreign Trade (DGFT) has notified the procedure for submission of requests for seeking the approval of Inter-Ministerial Committees (IMC) for the export of wheat flour.
Wheat flour (Atta) export is permitted subject to the recommendation of the Inter-Ministerial Committee (IMC) on wheat export. The export of Maida, Samolina (Rava/Sirgi), however, remains free without any conditions.
To get the necessary NOC from IMC for the export of wheat flour, all exporters must submit their request in the ANF 2N application format. The ANF 2N application must be submitted solely through the DGFT online module, together with the purchase order/copy of invoice and documentation evidence if the business is ISO 22000 compliant.
When submitting ANF 2N using the online module, a processing charge of Rs. 1000 is required to be paid. No paper copy of the ANF form must be sent to DGFT. Any forms sent by email will be likewise ignored.
Online submitted full applications in the necessary format for the export of wheat flour (atta) will be examined by the Inter-Ministerial Committee (IMC) on Wheat Export in its weekly meeting on Thursdays. Accordingly, all applications received by Monday would be considered for the weekly meeting on Thursday.
The decisions would be made based on the IMC's recommendations, and required notification would be sent to the applicant as well as the applicable customs authority.
In addition, export of all the shipments approved by IMC shall be allowed subject to issuance of a quality certificate by the Export Inspection Council (EIC) or its EIAS at Delhi, Mumbai, Chennai, and Kolkata only as per the requirements to be notified separately by EIC. The Quality Certificate issued by EIC to the applicants recommended by IMC will be mandatory for export of Wheat Flour. It will have to be produced before the Customs authorities for export clearance.
The IMC approval for the export of wheat flour (atta) is only valid for three months.
The authorised person of the company must self-attest to all papers. IMC will not evaluate incomplete applications.
