President Ram Nath Kovind on Wednesday suspended the Vice-Chancellor of Delhi University, Professor Yogesh Tyagi, for failure in discharge of the duties and responsibilities entrusted to him under the Delhi University Act, 1922.
The President, who is the Visitor to the University, has also directed an inquiry against him over allegations of dereliction of duty and lack of commitment.
The order comes days after Tyagi removed pro-vice-chancellor PC Joshi and appointed Dr Geeta Bhatt, Director, Non- Collegiate Women's Education Board, in his place. Significantly, Joshi had already appointed Vikas Gupta as the new registrar during this time. However, Tyagi appointed PC Jha as the Acting Registrar.
The order issued by the Higher Education Department of the Ministry of Education states that Tyagi tried to hamper the smooth conduct of Executive Council Meeting and Selection Committee Meeting by making "parallel appointments".
The President has now set aside all orders issued with the approval of Prof. Tyagi during period of his absence on medical ground after Pro Vice Chancellor Joshi assumed the charge of VC on 17th July, 2020.
The order further discloses that during Tyagi's tenure as the VC, many statutory and key posts remained vacant in spite of regular follow up by the Ministry.
The Ministry has also stated that Tyagi acted "insensitively" by keeping vigilance complaints and sexual harassment cases in the University pending for more than two years.
As per the order, the post of Pro-Vice Chancellor was lying vacant since June, 2016 until June 2020 and the post of Registrar was vacant since March, 2020 till mid-October 2020. Similarly, the office of Finance Officer and Treasurer has been vacant since March 2020 and that of the Controller of Examination has remained vacant for the last 6 years.
Further, important positions like that of Dean of Colleges; Director, South Campus; and Principals in Colleges are being managed by temporary arrangements.
In fact, there has also been a delay in constitution of the Governing Bodies of the colleges, resulting in unsavoury situations on many occasions.
The Ministry has stated that despite several requests to fill up the teaching posts in a time bound manner, the process to fill the vacancies has been delayed.
"Though timelines were drawn up by the University but only a few posts were filled up on regular basis. Thereafter despite continued pursuance from the Ministry and also from the UGC o fill the teaching posts in a time bound manner, the process to fill up the vacancy is way behind the schedule. Parliamentary Committee on welfare of SC/ST in its meeting held on 20.10.2020 expressed displeasure over non-filling of a large number of backlog vacancies in SC/ST category," the order states.
It is intimated that Prof. PC Joshi, Pro-VC will function as the VC, as per the provisions of statutes of DU, during the period of suspension/absence of Prof. Tyagi.
