The Delhi High Court has decided to continue with its restrictive functioning, which was ordered in light of the COVID19 pandemic, till the further orders are passed.
On March 23, the court had decided to restrict its functioning only to the most urgent matters, hearings for which were allowed to take place through video-conferencing.
In that order, The court had designated Registrars/Joint Registrars for all the three jurisdictions - civil, criminal and original. Mentioning of the urgent matters had to take place before these designated Registrars only.
Apart from continuing its restrictive functioning, the court has shall issued the following directives:
- Mentioning of urgent matters shall continue before the designated Registrars/Joint Registrars, like before
- Mentioning is permitted only be the 'Counsel on Record'
- The timing fixed for said purposes may be adhered to
- Whenever any request for urgent mentioning is declined by the designated Registrar, the concerned Counsel on Record shall have an option for resubmitting the same for consideration by this court through an online link
- The said link shall be available for all working days from 12 noon to 2 pm
- Urgency must be explained by uploading a PDF file comprising of one page
- All the mandatory fields mentioned in said link must be filled up, falling which, the said request will not be processed
- If upon reconsideration, the matter is found to be of extremely urgent nature, the Registrar shall immediately inform all concerned about the date and time of listing
- Only soft copies of the documents shall be entertained and they may be forwarded to the designated email
- In view of the prevailing circumstances, an application shall be submitted with a prayer for exemption from filing duly affirmed affidavits along with an undertaking to pay the court fee/deficit court fee which shall be deposited within 72 hours from the date of resumption of the regular functioning of this court
- Hearing on all such matters shall be conducted through video conferencing
