Delhi High Court has directed the Secretary of Delhi Government's Health Department to depute a senior officer to visit the Quarantine Facility, Narela once in three days to ensure that adequate and proper facilities are provided to the patients and the health workers perform their duty diligently.
The Division Bench of Justice Manmohan and Justice Sanjeev Narula further directed that in the event of any dereliction of duty, it shall be open to the Delhi Government officials to take action against the delinquent health workers in accordance with law.
The present order has come in a plea seeking effective implementation of healthcare and safety facilities in the DDA complex in Narela which has been converted into a quarantine facility by the Delhi Government.
The said DDA complex in Narela has been designated as a quarantine facility for those who have been tested positive for COVID19 virus.
Appearing for the Petitioner, Ms Anupradha Singh argued that the Delhi Government is not taking adequate steps to control the disease and implement quarantine facilities which include making doctors available, providing adequate hygiene in the flats, sufficient number of sanitation workers for carrying out sanitization and disinfection of toilets and rooms, improve the quality of food, repair two elevators in one of the blocks that are out of service and make provision of linen, soap, sanitizers and other essential items.
Challenging the said claims, Mr Sameer Vashishth, who appeared for the Delhi Government, submitted that as per the instructions received by him from the District Magistrate (North), Delhi, all facilities are available at the fourteen Towers constructed by DDA at Narela that have been partly converted for housing patients who have been diagnosed as Covid-19 'positive' and partially for quarantining those who have turned Covide-19 'negative,' after treatment.
