Taking note of the concerns of differently abled students of Delhi University, the Delhi High Court on Tuesday asked the Central Government to ensure that Common Service Centres(CSC) are made functional and that they are made well equipped to meet the demands of such students.
A bench comprising Justices Subramonium Prasad and Hima Kohli asked Centre whether it will ensure that all the 12,000 CSCs, which are lying dormant right now, will be made operational within one week.
The Court further asked the Centre to address the issue of availability of scribes and adequate IT infrastructure at Common Service Centres for assisting differently abled students who are willing to take online exams.
The Centre has been directed to submit an affidavit addressing these concerns before July 24.
Senior Advocate Kapil Sibal, who was appearing for the Petitioner Prateek Sharma, submitted that there is a complete lack of adequate infrastructure to address the needs of the students belonging to the category of Persons with Disability.(PwD)
Mr Sibal submitted that there are no adequate scribes, there's lack of internet and IT infrastructure and around 12,000 Common Service Centres are not even functional.
Responding to this claim, the Delhi University submitted that it has engaged Common Service Centres to provide IT support to students of PwD category who need assistance for appearing for online exams.
The University further informed the court that in its revised notification, it has also provided for a helpline number for PwD students to approach the University in case they need any assistance.
