The Chairman of Bar Council of India (BCI), MK Mishra, has written to the Lieutenant Governor and Police Commissioner of Delhi with an urgent request to probe the rape and attempt to murder of a female advocate in Jangpura Extension.

Providing information regarding this heinous and brutal crime which took place on May 19, Mishra has sought quick action in apprehending and arresting the perpetrator who is still at large. Further, it is urged that the lady be provided with police protection till such time as the criminal is arrested.

It is reported that a masked man forced himself into the victim's house by scaling the wall and proceeded to rape her at the verge of a knife. After this, as per reports, the perpetrator beat her up and even tried to kill her when she refused to divulge her ATM card details.

"Reportedly the victim, was standing in the safe confines of the balcony of her house and watching something on her mobile phone, when the masked assailant went inside her house by scaling the wall of her tenanted house and committed this heinous crime at the verge of a knife."

Despite police officials manning the city during the lockdown, the occurrence of such an incident is concerning, adds Mishra. It is thus urged that the police must come forward and take the lead in ensuring the safety of citizens, while the legal fraternity is available to assist the machinery.

The BCI Chairman has gone on to suggest that anti-rape, anti-molestation teams be deployed round the clock in all vicinities throughout the country. The letter expresses concern, and need for action, as follows:-

"Apart from the incident being brutal and unpardonable, what is unfathomable and difficult to comprehend is that when during Lockdown, there is police manning the entire city of Delhi, why was there such a laxity in the vicinity where the crime occurred...

…Inspite of so much of police presence, it is apparent that there was no fear of the police in the minds of the criminal…

…It is extremely essential for the police machinery to depute anti rape, anti molesters team around the clock in all vicinities throughout the country, be it by deputing people from within the police machinery and/ or be it by taking aid and help of volunteers and NGO's but the primary duty to protect our citizens, more so the susceptible and the vulnerable lies on the police force."

With regard to the present matter, it is informed that the police has registered a case and begun investigation. The letter urgently and fervently requests for the finest team and officer available to be deputed to investigate the case, and secure an arrest at the earliest.

"I would again urge you to have this matter thoroughly and urgently investigated and to arrest the guilty and at the same time till the criminal is at large, provide full protection to the victim", concludes the letter.
