Taking into account a Letter alleging indiscriminate beating of Kanumuri Raghu Rama Krishnam Raju, Member of Parliament, by CID police, Mangalagiri, Guntur District, the Andhra Pradesh High Court on Sunday (May 16) constituted a Medical Board to examine him.

The Division Bench of Justice C. Praveen Kumar and Justice Lalitha Kanneganti of the High Court constituted a Medical Board headed by the "Superintendent of Government General Hospital, Guntur."

The second Member of the Board would be the Head of Department of General Medicine of Government General Hospital, Guntur, while the third Member would be a Government Doctor, nominated by the Superintendent of Government General Hospital, Guntur.

These three Doctors have been directed to forthwith examine Raju, who will be produced before them by the Police and the examination of the accused shall be video graphed by the hospital authorities.

The Court further directed that the video graphed cassette, the report of the medical board should be kept in a sealed cover and be handed over to the Principal District Judge, Guntur District, who in turn shall forward the same to the Vacation Officer of the High Court Mr. M.Nageswara Rao, who shall keep it in safe custody.

"We further direct that the statement of the accused, if recorded by the Magistrate, as pleaded by the counsel for the petitioner, shall also be kept in a sealed cover and handed over to the Principal District Judge, Guntur, who in turn shall forthwith forward the same to the Vacation Officer of the High Court," added the Court.

On the request of treating him as an inpatient in the Hospital. Without expressing any opinion on the same, the Court left it open to the Members of the Medical Board to decide on the same.

Further, the request of the petitioner for the presence of family members and a family Doctor at the time of examination was rejected.

The further request made by the senior counsel that his personal security guards should be allowed to be with the accused was also rejected. However, the States assured to provide him with necessary protection by the State Police, if the accused is admitted as a patient in the Hospital.

Earlier, challenging the Andhra Pradesh High Court's May 15 order, refusing to entertain his bail application, Raju today moved the Supreme Court.

He was arrested on Friday (May 14) on the charges of sedition and was taken to the Crime Investigation Department (CID) office in Guntur district.

It has been alleged that Raju, who is an outspoken critic of Andhra Pardesh Chief Minister Y. S. Jaganmohan Reddy (his own party head) has been indulging in hate speeches against certain communities and promoting disaffection against the Government, which will cause loss of faith in the Government and also cause disturbances.
