"Bill proposes every crime scene must undergo forensic investigation. But is India's forensic system ready to handle that? We don't have proper infrastructure for it. We are in shortage of judges, prosecutors, police personnel, forensic experts, and legal aid lawyers. For a country of 135 million, there are only 21 judges per million population, almost 400 vacancies in high courts, and 35% of posts lying vacant in lower judiciary."
