HNLU Inks MoU With Chhattisgarh Police To Train On The New Criminal Laws

Hidayatullah National Law University has signed an MoU with the Chhattisgarh State Police Department to impart a comprehensive training-cum-sensitization programme on the New Criminal Laws, which is set to be implemented from July 2024. The MoU was exchanged between the Vice Chancellor of HNLU Prof. (Dr.) V.C. Vivekanandan and the DGP of Chhattisgarh, Shri Ashok Juneja in the presence of Chief Minister of Chhattisgarh, Shri Vishnu Deo Sai, Deputy Chief Minister (Home Affairs) Shri Vijay Sharma, Prof. (Dr.) Ranbir Singh Chairperson of the Expert committee which recommended the draft to GOI on the new laws, Additional Chief Secretary, Shri Manoj Pingua, other dignitaries of the Government and faculty of HNLU.

The MoU will cover capacity building programmes ranging from two days, three days and five days covering the top police brass and the SHOs and others. These programmes will engage former Jurists from Supreme Court/High Courts, Senior counsels from Supreme Court/ High Court and Academic experts for training and sensitization.

The Vice Chancellor of HNLU, Prof. (Dr.) V. C. Vivekanandan remarked “This is a significant programme for HNLU to engage with the law enforcement officials to sensitize and train on the new Criminal Laws for effective implementation on the field. This exercise will also serve as a feedback to HNLU from the operational side of the New Laws for further reforms and amendments to the policy makers.”

Speaking at the event, Chief Minister of Chhattisgarh, Vishnu Deo Sai remarked “The legal system of any Nation is a reflection of the agreed values ​​of that Nation. Therefore, the word 'penal' included in the name of the three laws of the colonial period has been replaced with the term 'Nyaay' which is a true representation of justice in our society.”

The Deputy CM, Vijay Sharma said “Chhattisgarh has always been at the forefront of legal and law enforcement reforms, and this initiative is a testament to our commitment towards excellence in policing.”

Prof. (Dr.) Ranbir Singh, Prof-Chancellor, IILM University & Former Vice-Chancellor of NALSAR Hyderabad & NLU Delhi was the Guest of Honour at the event. He also headed the Expert Committee which submitted the report in 2022 remarked that “after deliberations by the standing committee the New Laws which are set to roll in a few months will revamp and address pressing issues. Any new set of Laws need to be tested and to incorporate changes based on its operational inputs.”

The Director General of Police, Shri Ashok Juneja while briefing about the capacity building program said “One of the key areas of focus in this training will be on understanding the intricacies of the New Criminal Laws and how they impact policing practices. This includes learning about the various provisions of the laws, how to interpret them correctly, and how to apply them in real-life situations.”
